What International Law is the Muslim / Arab world abide by?

When the west bank was occupied by Trans Jordan in 1947/8 no jews were allowed access to any Jewish shrines and cemeteries or the temple mount for 19 years and all the jews who lived in the area were exiled as they were from Iraq, Egypt, Yemen, Morocco, Libya, Syria and many other muslim countries.

More Jews were refugees then Palestinians. The jewish refugees were absorbed in tiny Israel but the Palestinians were kept in refugee camps but their brethren in the Arab Countries and were fed and taken care of be UNRA by the whole world's contributions until today.

So what law and what right of return are the Palestinians and their backers are bemoaning now when Israel vows to care for the Jewish heritage sites the places that were desecrated for over 19 years especially in Hebron for 41 years since the arab rioters massacred the Jewish Community.
